Purpose of consultation

Fife Council is seeking the views of St Andrews' residents on the provision of Houses in Multiple Occupation (HMOs) in the town - HMOs are houses or flats shared by three or more unrelated people that are regulated through Scottish legislation. There are currently 6,160 homes and 1,053 licenced HMO properties in St Andrews (see table below)

The Council has already consulted with various interested groups around implementing a HMO over-provision policy for St Andrews. Based on submissions to date, the Council's preferred position is to allow no further growth in HMOs (Option 1). The second option is to allow up to 3% growth in HMOs. We are keen to hear from residents of St Andrews so that the views of all parts of the community can be considered at Committee on the 11th April 2019.
