 Fife Council is fully committed to achieving high standards of health and safety compliance and in protecting the health, safety and welfare of our staff and those we serve. To achieve this, robust health and safety management arrangements, procedures and practices need to be fully embedded in every Service as an integral part of management practice and day-to-day service delivery.  

The Council’s Health and Safety Management Framework document is a formal extension of Fife Council’s Health and Safety Policy Statement. It enables a complete health and safety management system to be maintained at Directorate/Service level.

It describes the roles and responsibilities discharged by senior managers and by members of the Council’s Administration to maintain an effective safety management system delivering our Health and Safety Policy commitments and legal compliance.

All Directorates/Services are required to maintain local versions (populating the templates available here), publish them (preferably  via their own FISH (Intranet) pages) and ensure they are accessible to all employees.


About the Framework


  • Part 1: Responsibilities and Guidance: Includes specific and detailed expression of responsibilities for the Council Management Team, the Council Leader and Elected Members, Heads of Service, Persons in Control of Relevant Premises and Senior Managers.


  • Part 2: The Framework of Service Responsibilities: Provided for Service adoption of a complete and systematic approach to health and safety management compliance.


  • Part 3: Checklist for Persons in Control: A comprehensive mandatory checklist to enable Persons in Control of relevant premises to maintain effective control of risks specific to their building and the fixed plant and other work equipment exclusively used there.


The Corporate Health and Safety Team have also published a WORKING DRAFT version of the companion “Compliance Guide and Audit Standards” document (see below)  to support Services in achieving compliance with the requirements of PART 2 of the Framework.
